Borger Gilligan, in addition to practicing insurance law and securities law is the current president-elect for the North American Securities Administrators Association. Borger Gilligan is the former assistant commissioner of the Securities Division at the State of Tennessee Department of Commerce and Insurance. He has extensive experience in federal securities matters and has worked with regulators including the Securities and Exchange Commission, FINRA, SIFMA, and various state and federal agencies.

Borger Giligan is a Tennessee Bar Association member and is an admitted judge on the Sixth Court of Appeals. He is a Columbia College graduate and DePaul University College of Law, and has been practicing law since more than ten years. He joined Dickinson Wright PLLC in October 2012.
